Postgraduate Admission Regulations of

Federal State Budgetary Scientific Institution “All-Russian Veterinary Research Institute of Pathology, Pharmacology and Therapy” (FSBSI “ARVRIPP&T”) for 2022

These admission regulations were developed by the admission committee of FSBSI “ARVRIPP&T” and approved at a meeting of the Academic Council (Minutes No. 3 dtd. March 31, 2022).

The rules for admission to a postgraduate school are based on:

– Federal Law of the Russian Federation No. 273-FZ dtd. December 29, 2012 On Education in the Russian Federation;

– Order of the Ministry of Science and Higher Education of the Russian Federation dtd. August 6, 2021 No. 721 On approval of the procedure for admission to study in educational programs of higher education – programs for training of academic and teaching staff at a postgraduate school

– Decree of the government of the Russian Federation dtd. March 21, 2022 No. 434 On approval of the peculiarities of admission to study in educational programs of higher education with state accreditation, programs for training of academic and teaching staff at a postgraduate school in 2022

— other regulatory documents of the Ministry of Science and Higher Education of the Russian

Federation;

– Charter of FSBSI “ARVRIPP&T”.

Postgraduate training is carried out on the basis of license No. 2815 dtd. 04/09/2022

Citizens of the Russian Federation, foreign citizens and stateless persons who have a higher professional education of at least a Specialist’s degree or a Master’s degree (graduated specialists or masters) are admitted to postgraduate studies on a competitive basis.

Applications and documents for postgraduate studies are accepted from July 11 to July 25. An application for admission to postgraduate studies is submitted to the Director with the following documents attached.

  1. Application submitted to the Director according to the standard form.
  2. Personal registration form or a questionnaire.
  3. A copy of the diploma of higher professional education and diploma supplement.
  4. 2 photographs 3×4 in size.
  5. Certificate of the period of study or a certificate of passing candidate exams (for persons who have passed candidate exams).
  6. A copy of the marriage certificate or name change (if personal data has changed).
  7. List of published scientific works, inventions.
  8. Copy of passport.
  9. Copy of pension insurance certificate.
  10. Copy of TIN (INN) certificate.
  11. Documents confirming individual achievements.

The number of places for admission to postgraduate studies at the expense of budget allocations of the federal budget is determined by the admission targets set annually by the Ministry of Science and Higher Education of the Russian Federation. Within the framework of the admission quotas, an admission quota for employer-sponsored education is allocated, the number of places for admission under education agreements concluded upon admission to training at the expense of individuals and (or) legal entities is established by the examining body.

Admission to postgraduate studies is carried out only for full-time education. Training of postgraduate students in excess of the admission quotas approved by the Ministry of Education of the Russian Federation is carried out with tuition fees on a contractual basis with individuals and legal entities.

Stateless persons are admitted to postgraduate school on a general basis if they have documents confirming the eligibility of their stay on the territory of the Russian Federation.

Persons who have previously completed a full course of study at a postgraduate school do not have the right to secondary education at a postgraduate school at the expense of the budget.

Postgraduate studies are carried out in the following specialties.

1.5.4. – Biochemistry

4.2.1. – Animal pathology, morphology, physiology, pharmacology and toxicology

4.2.2. – Sanitation, hygiene, ecology, veterinary and sanitary examination and biosafety

4.2.3 – Infectious diseases and animal immunology

4.2.4 – Special zootechnics, feeding, feed preparation technology and production of livestock products

4.2.5 – Breeding, selection, genetics and animal biotechnology

4.2.6 – Fish breeding, aquaculture and commercial fishing

The list of codes and names of training specialties was approved by the Order of the Ministry of Education and Science of the Russian Federation dtd. August 24, 2021 No. 786 On establishing the compliance of the areas of training of academic and teaching staff at a postgraduate school with scientific specialties provided for by the nomenclature of scientific specialties for which academic degrees are awarded, approved by the Order of the Ministry of Science and Higher Education of the Russian Federation dtd. February 24, 2021 No. 118

Admission targets for the 2022/2023 academic year for the following specialties

4.2.1 – Animal pathology, morphology, physiology, pharmacology and toxicology, full-time education – 2.

1.5.4 – Biochemistry, full-time education – 2.

Persons who have passed the candidate’s exams fully or partially are exempted from the corresponding entrance exams upon admission to postgraduate school (candidate’s exams in foreign languages ​​are taken at universities or scientific organizations that have postgraduate studies in the field of science of the examinee).

Retaking the entrance exams is not allowed. Passed entrance exams for postgraduate studies are valid for a calendar year.

FSBSI “ARVRIPP&T” admits postgraduate students under the following admission requirements with a separate exam for each set of these conditions:

separately for postgraduate programs depending on their focus

  1. a) in a scientific specialty;
  2. b) for several scientific specialties within the group of scientific specialties (if the admission quotas are set for the group of scientific specialties, and also if the admission quotas for the corresponding scientific specialties are not set);

separately within the admission quotas and under contracts for the provision of paid educational services;

separately for places within the quota of employer-sponsored education and for places within the admission quotas minus the figures of employer-sponsored education quota (hereinafter referred to as the main places within the admission quotas).

For all competitions (exams), within the framework of one admission condition, the same list of entrance exams, the minimum number of points confirming the successful completion of the entrance exam and the maximum number of points are established

Applicants take the following entrance exams from July 30, 2022 to August 8, 2022:

a special discipline corresponding to the direction (profile) of the program for training of academic and teaching staff at a postgraduate school (Programs)

foreign language (Program)

when ranking the lists of applicants with an equal amount of points, the priority right for admission is given to persons who have scored the highest number of points in a special discipline.

When conducting entrance exams, a 5-point assessment scale is established. The minimum number of points confirming the successful completion of the entrance exam is 4 points (for each entrance exam).

Entrance exams for admission to Federal State Budgetary Scientific Institution “All-Russian Veterinary Research Institute of Pathology, Pharmacology and Therapy” (FSBSI “ARVRIPP&T”) for educational programs of higher education – programs for training of academic and teaching staff at a postgraduate school for 2022- 2023 academic year are held orally.

Face-to-face entrance exams for applicants with disabilities are held in a separate classroom, the occupancy of no more than 6 people. The presence of an assistant from among the employees of the organization or involved persons is allowed, providing the necessary technical assistance. The duration of the entrance exam for disabled applicants is increased by 1 hour. It is possible to conduct entrance exams in writing for disabled applicants.

Entrance exams for admission to study at Federal State Budgetary Scientific Institution “All-Russian Veterinary Research Institute of Pathology, Pharmacology and Therapy” (FSBSI “ARVRIPP&T”) for programs for training of academic and teaching staff at a postgraduate school (excluding the foreign language exam) are held in Russian in 2022.

Persons who have not passed the entrance exam for a good reason (illness or other documented circumstances) are allowed to pass the entrance exam on the reserve day.

Applicants have the right to submit information about their individual achievements, the results of which are taken into account when applying for training. Accounting for the results of individual achievements is carried out by accruing points for individual achievements as an advantage with equal ranking criteria for the lists of applicants. Points awarded for individual achievements are included in the amount of competitive points.

Applicant submits documents confirming the individual achievements.

When applying for training, the following individual achievements are taken into account, the topics of which correspond to the direction of training:

— publications corresponding to the direction of the educational program in publications included in the list of peer-reviewed scientific publications recommended by the Higher Attestation Commission for the publication of the main scientific results of dissertations (“list of the Higher Attestation Commission”), inventor’s certificates, patents – 2 points for each certificate, patent or article;

– certificate or other documents confirming knowledge of a foreign language at a level not lower than B2 – 1 point;

– Master’s degree or specialist diploma with honors in the direction (specialty) corresponding to the direction of the educational program – 1 point;

– diploma of the winner of the All-Russian competition for the best scientific work among students, postgraduate students and young scientists of higher educational institutions of the Ministry of Agriculture or the Ministry of Education of the Russian Federation – 2 points.

The maximum number of points for individual achievements is 10 points.

It is possible to submit the documents required for admission to study at FSBSI “ARVRIPP&T” in educational programs of higher education – programs for training of academic and teaching staff at a postgraduate school in 2022 in electronic form by e-mail t.e.lobodina@mail.ru with the subsequent provision of these documents in person or postage. There will be admitted the applicants who have submitted the original document of the established form before 18:00 on the day of completion of the document acceptance.

Depending on the epidemiological situation and other factors, it is possible to remotely pass entrance exams (in case of the identification of applicants upon passing the entrance exams) to study at FSBSI “ARVRIPP&T” in educational programs of higher education – programs for training of academic and teaching staff at a postgraduate school in 2022.

Documents required for admission to FSBSI “ARVRIPP&T”

Based on the results of the entrance exams, the examining body makes a reasoned decision for each candidate, ensuring admission on a competitive basis of the most prepared for scientific work. Applicants who do not agree with the grades of the entrance exams have the right to file an appeal (rules for filing an appeal). Admission to postgraduate school is made by the order of the Director. For citizens entering postgraduate school on a contractual basis, according to the results of entrance exams, admission and the conclusion of an agreement for payment (agreement) are made.

Postgraduate studies in the specialty 1.5.4. – Biochemistry are carried out for a period of 4 years, both at the expense of the federal budget, and on a contractual (paid) basis

Postgraduate studies (specialties)

4.2.1. – Animal pathology, morphology, physiology, pharmacology and toxicology

4.2.2. – Sanitation, hygiene, ecology, veterinary and sanitary examination and biosafety

4.2.3 – Infectious diseases and animal immunology

4.2.4 – Special zootechnics, feeding, feed preparation technology and livestock production

4.2.5 – Breeding, selection, genetics and animal biotechnology

4.2.6 – Fish breeding, aquaculture and commercial fishing

is carried out for a period of 3 years, both at the expense of the federal budget, and on a contractual (paid) basis.

Full-time postgraduate students studying at the expense of the federal budget are paid a scholarship from the date of admission to postgraduate school.

There is no possibility of providing a hostel at the institute.

Specifics of admission for training of the citizens who have lost the opportunity to continue their studies abroad in 2022. The specifics apply to:

  1. a) citizens of the Russian Federation who, before arriving on the territory of the Russian Federation, lived on the territory of the Donetsk People’s Republic, Luhansk People’s Republic, Ukraine, as well as the citizens of the Russian Federation who were forced to interrupt their studies in foreign educational organizations;
  2. b) citizens of the DPR, LPR, Ukraine, who before arriving on the territory of the Russian Federation lived on the territory of the DPR, LPR, Ukraine;
  3. c) foreign citizens who do not have the citizenship of the DPR, LPR, Ukraine, who before arriving on the territory of the Russian Federation lived on the territory of the DPR, LPR, Ukraine. Applicants, including the transfer, are accepted for the first year (freshman class).

The admission of the citizens specified in paragraphs a) and b) is carried out for vacant budget/state-funded places or for vacancies under contracts for the provision of paid educational services with 100% compensation for the cost of education at the expense of extrabudgetary funds. Vacancies are filled in the order in which the application for admission is submitted on a transfer basis. Reception of citizens specified in paragraph c) is carried out for the first year in places within the quota established by the Government of the Russian Federation for the education of foreign citizens and stateless persons of the Russian Federation. Admission on a transfer basis is carried out without a competitive selection.

– document on training/education or a copy of a document confirming training in a foreign educational organization;

– application submitted to the Director according to the standard form;

Personal registration form or a questionnaire;

– copy of the diploma of higher professional education and diploma supplement;

– 2 photographs 3×4 in size;

– certificate of the period of study or a certificate of passing candidate exams (for persons who have passed candidate exams);

– copy of the marriage certificate or name change (if personal data has changed);
